Serbia 2003-2006
The RSEDP was a pilot programme, funded by the European Union and managed by the European Agency for Reconstruction, which is working in three regions:
- Banat (North, Central and South districts);
- Sumadija and Pomoravlje districts of Central Serbia;
- Jablanica and Pcinja districts of South Serbia.
There are RSEDP offices in Belgrade, Zrenjanin, Kragujevac, Leskovac and Vranje, which are staffed by international (EU) and Serbian personnel.The Programme is setting out to achieve a process whereby local communities in the three selected areas will take responsibility for solving their own problems through:
- Taking their own initiatives
- Developing self-belief and building trust
- Working together as partners to find local solutions to local problems

What was the objectives?
The promotion, encouragement and achievement of operational and effective area-based partnerships to address the needs of the area through mobilising all of its resources, especially the human potential:
- Inclusive, genuinely representative and committed area based-partnerships
- An integrated and effective planning process for each area
- Plans and implementation structure in place
- A practical strategy to address the needs and employment potential of vulnerable groups
- Real projects developed and implemented through partnership
